Shield Amplifier is a Kit available for the Monarch Titan in Titanfall 2. When equipped, it allows Monarch's Energy Siphon ability to provide Monarch with an additional 25% Shield. This is an extremely useful ability, as it increases Monarch's survivability (which Monarch values more than almost any other Titan).
Shield Amplifier only buffs incoming shields. I.e. if you have Energy Transfer, it will not affect the shields you give teammates. However, if a teammate with Energy Transfer siphons you, it will grant the bonus. (That said, this does not justify picking Energy Transfer, as it's still pretty bad.)
